Description: The research project “Automated Threat and Response Assessment” (ATARA) is a research project of the Agentur für Innovation in der Cybersicherheit GmbH (Cyberagentur), which investigates the capabilities of artificial intelligence (AI) to automatically develop attack vectors, defense measures and suggestions for increasing resilience. This is based exclusively on publicly available information (OSINT). The aim is to find out what data an AI can collect about critical infrastructures from open sources and how well it can link them. To this end, corresponding AI models are to be trained.
To classify and evaluate the AI results, a team of technical experts will be brought in to independently develop scenarios and assess the AI outputs from a technical perspective. The project focuses on the following research question:
To what extent can AIs combine information about critical infrastructures based on publicly available sources (OSINT) in such a way that novel, effective attack and defense measures can be derived?
In addition to the development of a trained AI, the subject of this tender is the creation of a scientific report that comprehensively addresses this question. The report includes structured text, figures (e.g. diagrams, schematics), tables as well as source and usage information. The report is handed over digitally.
The system to be developed must be handed over in its entirety – including all training data, the source and object code and any data and components provided by the Contractor, insofar as these are required for contractual use. The formats and storage media for the submission shall be agreed with the Contractor in advance. To enable review and verification by the Cyberagentur, the training data must always be delivered in full; exceptions are only permitted in justified individual cases and after consultation.
