On February 5, 2026, the Agentur für Innovation in Cybersicherheit GmbH (Cyberagentur) is hosting a virtual partnering event for the new Software Security Score (3S) research program, which serves to promote early exchange and networking between interested stakeholders. The aim of the program is to make software security comprehensible, measurable and comparable, thus enabling transparency, trust and well-founded decisions in everyday digital life.

The Cyberagentur invites you to a virtual partnering event for the planned Software Security Score (3S) research program. The event will take place on February 5, 2026 from 11:00 a.m. to 1:00 p.m.; registration is possible until January 26, 2026.

The partnering event is aimed at researchers, companies, start-ups and other stakeholders from science and industry who are interested in new approaches to evaluating software security. The aim is to provide information about the content, objectives and framework conditions of the planned research program at an early stage and at the same time to enable structured networking of potential participants. In addition to an introduction to the work of the Cyberagentur and a presentation of the 3S program, participants will be given the opportunity to briefly present their respective areas of expertise and establish contacts for the formation of bidding consortia. The partnering event is designed as a non-binding information and networking event.

The background to the research program is the growing importance of software in the everyday lives of end users. Whether for banking applications, networked household appliances or mobile services, the question of how secure software actually is often remains difficult for users to understand. A lack of transparency not only makes it difficult to make informed decisions, but also to assert legitimate consumer interests. However, both are crucial for a secure digital everyday life.

This is precisely where the planned 3S research program comes in. The aim is to develop a widely applicable evaluation metric that makes software security tangible using comprehensible, reproducible and efficient criteria. Security is not understood as a static state, but as a process that results from the context of use, system environment, interaction with other software and hardware and the entire life cycle of a product. The evaluation is to be compiled in a comprehensible security score and managed by the Federal Office for Information Security as a central point of trust. It is also planned that users will be able to understand or carry out parts of the assessment themselves.

The disruptive potential of 3S lies in overcoming previously widespread binary security assessments. While existing certificates and seals of approval often only allow limited statements to be made, the Software Security Score is intended to provide differentiated insights into security-relevant aspects. The program thus opens up new perspectives for an informed civil society and at the same time provides incentives for manufacturers to develop software in a security-oriented and consumer-friendly manner from the outset.

With the partnering event, the Cyberagentur is creating an early, open exchange space for a research program that aims to move software security out of the expert domain and into the everyday life of digital society.
