Cyberagentur for reducing bureaucracy in security research

On November 6, 2025, representatives from politics, science and business came together for the kick-off meeting of the Strategy Group for Technology and Innovation at the Federal Chancellery. They discussed key innovation topics such as artificial intelligence and defense-related research. Prof. Dr. Christian Hummert, Research Director of the Cyberagentur, took part as an invited guest. He emphasized the importance of research security for Germany as a business location. He also advocated more freedom for the Cyberagentur, similar to the SPRIND Freedom Act, in order to strengthen security-relevant research in Germany and to reduce bureaucracy and speed up processes.

Prof. Dr. Christian Hummert, Research Director of the Cyberagentur, was also invited as a guest to the constituent meeting of the Strategy Group for Technology and Innovation at the Federal Chancellery. At the end of the meeting, he was asked by the Federal Chancellor to assess the Cyberagentur’s position on the current challenges facing Germany as a location for innovation and to offer perspectives on future involvement. In this context, Prof. Dr. Hummert suggested that a statutory Freedom Act analogous to the SPRIND Freedom Act should be introduced to give the Cyberagentur greater freedom of action in the area of disruptive research.

The kick-off meeting of the strategy group appointed by the Federal Chancellor for the 21st electoral term was dedicated to key future topics such as strengthening innovation and competitiveness in the security and defense industry as well as artificial intelligence. The Strategy Group, the Federal Government’s highest advisory body on innovation policy, brings together members of the Federal Government and leading figures from science and industry. On the government side, the Federal Minister of Economics, the Federal Minister of Research, the Federal Minister of Digital Affairs and state secretary representatives for the Federal Ministry of Defense and the Federal Ministry of Finance were among the permanent members of the Strategy Circle.

The day before, on November 5, 2025, Prof. Dr. Christian Hummert had already submitted a statement on cybersecurity in the German research landscape to the German Bundestag’s Committee on Education, Research and Technology Assessment. There, he emphasized the need for binding security requirements for publicly funded research projects.

With the invitation to the Strategy Group, the Federal Government is underlining the increasing importance of the Cyberagentur as a driving force for technological sovereignty and security-related research in the digital space.
