Bettina Bubnys heads Cyberagentur together with Christian Hummert as new Managing Director from August 1, 2025

New leadership strength for Cyberagentur – management expertise meets innovative power

With her many years of proven leadership and management expertise, Bettina Bubnys is taking over the commercial management of the Agentur für Innovation in der Cybersicherheit GmbH (Cyberagentur). Research Director Prof. Dr. Christian Hummert sees this change as a continuation of the Cyberagentur’s work.

The Cyberagentur’s shareholder, the Federal Republic of Germany, has appointed Bettina Bubnys as the new Commercial Director. She took up her new role with effect from August 1, 2025.

Ms. Bubnys has extensive experience in senior management roles at the Bertelsmann Foundation, the Mercator Foundation and most recently as Commercial Director of the Mercator Institute for China Studies (MERICS). A graduate in economics, she has proven expertise in financial management and procurement procedures and many years of experience in working with ministries and authorities as well as in designing institutional, strategic and project partnerships.

With her comprehensive expertise in strategy, international cooperation and operational excellence, she will enrich the Cyberagentur in the long term. The new Managing Director emphasizes her clear commitment: “I am striving for a consolidated cyber research agenda that makes Germany more digitally sovereign and positions it to be globally competitive in key technologies.” This approach is in line with the Cyberagentur’s mission as a central driver of disruptive research in the areas of secure systems, secure society, key technologies and secure supply chains.

“The agency has a solid structural organization,” says Bettina Bubnys. “With over 100 employees, the clear mission to promote dual-use technologies is firmly established in the national innovation ecosystem.” The current programs such as “Brain-Computer Interfaces (BCI)”, “Robust & Secure Machine Learning (RSML)” and “Mobile Quantum Computing (MQC)” demonstrate that the agency is investing strategically in promising fields of technology.

The Research Director, Prof. Dr. Christian Hummert, is delighted about the collaboration with the new Managing Director: “With Bettina Bubnys, we are gaining a leader who combines management strength with international networking – exactly what our mission requires. Her profound knowledge of institutional cooperation and innovation processes will make a significant contribution to the progress of our research programs. This will have a positive impact on the joint implementation of the Cyberagentur’s next strategy.”
