The Agentur f\u00fcr Innovation in der Cybersicherheit GmbH (Cyberagentur) launched the HAL2027 ideas competition on Tuesday, May 19, 2026, punctually at 2 p.m. in Berlin’s Rotes Rathaus. The second ideas competition is looking for concepts for the cyber-secure administrative workplace of the future and builds on HAL2025. <\/strong><\/p>\n\n

The starting signal for HAL2027 was given today in the Wappensaal of the Rotes Rathaus in Berlin. The Cyberagentur’s second ideas competition focuses on the question of how administrative work can be made cyber-secure, sovereign and practical in the future. We are looking for ideas on the topic of “Cyber-secure administrative workplace of the future”. The competition is aimed at researchers, students, universities, research institutions, start-ups, companies and individuals. <\/p>\n\n

HAL2027 addresses a central future field of public administration. Digital processes, AI systems, automated assistance functions and new forms of work are fundamentally changing the administrative workplace. This also increases the relevance of these working environments in terms of security policy. A cyber-secure administrative workplace does not just mean protected hardware or secure software. It means an integrated working environment in which identities, data, AI usage, authorizations, user-friendliness and organizational processes are considered together. <\/p>\n\n

“With HAL2025, we have seen what can happen when unconventional ideas are given space at an early stage. A research program has emerged from ideas about autonomous systems in a swarm. This is exactly where HAL2027 comes in: We are looking for concepts that not only make administration more digital, but also more secure, robust and sovereign,” said Bettina Bubnys, Commercial Director of the Cyberagentur, at the launch in Berlin.<\/p>\n\n

HAL2027 is the Cyberagentur’s second ideas competition. The first competition, HAL2025, was dedicated to “Autonomous intelligent systems in a swarm”. It was concluded with the award ceremony as part of the Cyberagentur’s 5th anniversary celebrations. The winners received their prizes symbolically accompanied by robots and autonomous vehicles. The concepts submitted were so substantial that they provided impetus for a new research program. HAL2027 is now transferring this approach to digital administration. <\/p>\n\n

Thilo Cablitz, Head of the Department of Public Security and Order at the Berlin Interior Administration. emphasized in his welcoming speech: “HAL2027 sends a strong signal for the future of cyber security in Germany. The competition shows that innovative capacity, the state’s ability to act and digital security are inextricably linked. For the Berlin administration as well as for the federal administration, we need workplaces that are not only efficient and user-friendly, but also resilient, sovereign and secure.” <\/p>\n\n

In addition to greetings for the success of the competition from Iris Spranger – Senator for the Interior and Sport – he said: “Cybersecurity is no longer a special topic, but a basic requirement for the state’s ability to act. HAL2027 brings together exactly the ideas we need for the administrative workplace of the future: secure, user-friendly, resilient and connectable for Berlin, the federal government and public administration as a whole.”<\/p>\n\n

“The administrative workplace of the future will not be created by new technology alone, but by good ideas that combine security, usability and the state’s ability to act. HAL2027 creates the right space for this. The competition is an important impetus for Berlin, for the federal administration and for a sovereign digital administration in Germany,” said Thilo Cablitz, explaining the value of the ideas competition for the capital and other administrative units.<\/p>\n\n

With HAL2027, the Cyberagentur is deliberately looking for ideas for the day after tomorrow. The competition aims to highlight early, high-risk and plausible solutions. It is not about short-term product development, but about concepts with scientific depth and a long-term impact perspective. Relevant issues include secure human-AI interaction, trustworthy assistance systems, robust identity and authorization models, sovereign workplace architectures and protective mechanisms against manipulation, data leakage and abusive automation. <\/p>\n\n

“Administration needs digital workplaces that work across jurisdictional boundaries, are secure and are accepted in everyday life. HAL2027 thus addresses a key question of digital services of general interest: How do we combine user-friendliness, federal connectivity and cyber security?” said Martin Schallbruch, CEO of govdigital eG.<\/p>\n\n

He placed HAL2027 in the strategic challenges of administrative digitization. govdigital bundles the perspectives of 32 public IT service providers, which together represent around two million administrative workplaces. The ideas competition therefore does not address a peripheral issue, but a core area of the state’s ability to act. Schallbruch emphasized five points: Firstly, the global situation will not get any easier in the future, which is why administrations must be able to react more quickly to crises. Secondly, Germany continues to be “under pressure from international, hybrid attacks”, meaning that public IT must remain capable of acting even under pressure. Thirdly, the state must understand and master its technological dependencies: The decisive factor is whether Germany can “manage” these dependencies. Fourthly, the administration will “no longer be able to afford” the current variety of isolated individual digital solutions; scalable, joint solutions are needed for the federal, state and local governments. Fifthly, the public sector will have to manage with fewer staff in the future. This will increase the importance of technical support, for example through AI assistance systems. HAL2027 addresses precisely this interface: “The questions that HAL2027 raises are questions that concern not just one technology, but the state’s ability to act.” <\/p>\n\n

The project manager of HAL2027, Dr. Jens Weise, referred to the number of around two million administrative workplaces that are united in the govdigital association alone: “This is a huge potential for this ideas competition, which we want to activate in order to create the cyber-secure administrative workplace of the future.”<\/p>\n\n

Entries for HAL2027 can be submitted until 23:59 on August 18, 2026<\/strong>. A total of 150,000 euros in prize money is available. With the ideas competition, the Cyberagentur wants to reach new players, make unconventional approaches visible and create the basis for possible research projects. The decisive factor is that the concepts go beyond existing solutions and can make a recognizable contribution to the cyber security of the administration. <\/p>\n\n
